Royal Decree-Law 23/2020, of June 23, which entered into force on June 24, stipulated the Sanitary Control of international passengers upon entry into Spain.
By the aforementioned Decree the Ministry of Health is empowered to establish the necessary sanitary controls (they may include taking the temperature, a documentary control and a visual control on the status of the passenger). Travel agencies, tour operators and air or sea transport companies and any other agent that commercializes air tickets must inform passengers of the obligation to present the health form (Spanish version for download) (English version for download) at the port / airport of destination (Sixth Additional Provision).
This document's main objective is to identify and locate travelers who have been able to share a flight with another positive in COVID-19 in order to implement the necessary isolation measures, its compliance affects all types of international travelers, be they foreigners who enter Spain or Spaniards returning after an international displacement.

The SND / 403/2020 Order of May 11 is reported on the quarantine conditions to which people from other countries must undergo upon arrival in Spain, during the health crisis caused by COVID-19:
Are excepted of these measures cross-border workers, carriers and crews, as well as health professionals who are going to carry out their work, provided they have not been in contact with people diagnosed with COVID-19.
Travel agencies, tour operators and transport companies must inform travelers of these measures at the beginning of the ticket sales process destined for Spanish territory.
- The measures applied to reduce contagion by COVID-19 are the following:
§ Order extending controls at internal land, air and sea borders
This Order re-regulates the people who can enter Spain across internal borders and, furthermore, amends Order SND / 403/2020, from May 11 to include among those travelers excluded from quarantine those who move to carry out an essential work activity, in accordance with the provisions of the annex to Royal Decree-Law 10/2020.
